The commitment to reducing greenhouse gas emissions continues to be promoted. Moreover, the Indonesian Government has set a target to achieve Net Zero Emissions by 2060.

At the 8th Indonesia International Geothermal Convention and Exhibition, Minister of Energy and Mineral Resources, Arifin Tasrif, stated that Indonesia has a renewable energy potential of up to 3,000 GW.

With such vast potential, the commitment to reducing greenhouse gas emissions can continue to be strengthened. The government is actively promoting the development of environmentally friendly, clean, and low-emission renewable energy industries. This is evidenced by the growing capacity of RE-based power plants over the past five years, which has now reached approximately 12 GW.

Why the Government is Driving Investment in the RE Sector

To accelerate the energy transition—targeted for full implementation by 2060—the Indonesian Government, through the Ministry of Industry, continues to encourage foreign investment.

The investment push is particularly focused on supporting industries in the RE sector. For example, to develop a sustainable renewable energy industry, supporting components such as solar panel and module factories must not be overlooked.

Minister of Industry Agus Gumiwang Kartasasmita emphasized that sustainable, sufficient, and affordable energy availability is one of the key factors in sustaining economic growth.

As of today, 22 domestic factories produce solar modules with a maximum capacity of 560 Wp per module, and a total annual production capacity of 1,644 MWp.

However, these factories are still facing several challenges, such as limited solar cell components, rapidly evolving product specifications, and strict requirements from foreign investors.


Government Strategy to Boost Investment in RE

To further enhance the appeal of investing in the RE industry and its supporting components, the Ministry of Industry has introduced the Domestic Component Level (TKDN) Policy in the development of solar power plants (PLTS).

This is further regulated through the Minister of Industry Regulation No. 05 of 2017, which sets the minimum TKDN value that must be met in every PLTS project.

In the 2021–2030 PLN Electricity Supply Business Plan (RUPTL), the RE sector sees a significant boost. PLN is encouraged to take an active shareholder role in accelerating the development of solar power plants.
