The movement of goods in and out of PLBs is only allowed once the SKEP (Decree Letter) is officially released.

Important Notes
Some goods under specific HS codes require Import Approval (PI) as part of the restricted goods (lartas) policy. However, the Technical Regulation (PERTTEK) must be secured before applying for PI. If PERTTEK has been released but PI is still in process, submit proof of application via the INSW system as supporting documentation for SKEP registration.
