Import Policy and Regulation under Permendag No. 25 of 2022 in conjunction with Permendag No. 20 of 2021

The import policy and regulation outlined in Permendag No. 25 of 2022 has officially come into effect for all import business actors. This regulation is closely related to Permendag No. 20 of 2021.

It is essential for importers to understand both regulations to ensure compliance and conduct business operations smoothly without unnecessary disruptions.

However, despite being socialized on August 25, 2022, the policy continues to cause confusion among many importers who have not yet fully understood the new mechanisms for applying for permits.

What Importers Need to Pay Attention To

Several key changes from previous regulations may not be well understood, causing confusion. Below are important points to note to ensure your permit applications are processed smoothly:

1. Importers Must Have an NIB
Importers are required to have a Business Identification Number (NIB), which serves as an Importer Identification Number (API), with two types: API-P and API-U.

  • NIB with API-U is for importers bringing in goods for commercial resale.

  • NIB with API-P is for importers who import goods for internal use, such as capital goods, raw materials, supporting materials, and/or items for production processes.

2. Types of Import Business Licensing
Import Business Licensing (PB) consists of three types:

  • Registered Importer (IT)

  • Producer Importer (IP)

  • Import Approval (PI)

3. Online Permit Application
Permendag No. 20 of 2021 jo. Permendag No. 25 of 2022 requires importers to apply for permits online using the Indonesia National Single Window (SINSW) system.

This process is relatively simple and fast, typically taking 5 working days, provided that all required documents are complete.

4. Required Documents
Document completeness is key to obtaining a permit. Missing documents may result in application delays.

The minimum required documents are:

  • NPWP or NIK (for individuals)

  • NPWP (for State-Owned Enterprises or Foundations)

  • NIB and NPWP (for Cooperatives and Business Entities)
    Additional supporting documents may also be attached.

5. Licensing Ease for Reputable Importers
If you have been in the import business for a long time and maintain a good reputation, you’re in luck.
Importers designated as Reputable Importers (IBB) or Reputable Exporters (EBB) will receive electronic and automatic issuance of business permits for export and import.
