As part of the initiative to improve the competency of human resources, the governments of Singapore and Indonesia officially formed a bilateral partnership. Specifically, this cooperation is focused on accelerating the digital transformation in the manufacturing industry, ensuring HR quality meets the demands of Industry 4.0.

On Indonesia’s side, the cooperation is represented by the Industrial Human Resource Development Agency (BPSDMI). Singapore is represented by the Temasek Foundation and the Singapore Institute of Technical Education Service (ITEES).

In practice, BPSDMI and ITEES have conducted a number of training and education programs to accelerate transformation in the Industry 4.0 era, involving 51 vocational high schools (SMK) under various ministries.


Businesses Still Struggle to Implement Digital Transformation

While the government’s HR development initiative is commendable, real-world conditions show that many business actors are still struggling to adapt to the demands of Industry 4.0 — particularly the shift to digital or online systems in all operational aspects.

According to data from the World Economic Forum Competitiveness (WEFC), Indonesia ranks 45th in terms of readiness for Industry 4.0.

Further analysis by McKinsey reveals that the key challenge lies in the execution of digital transformation plans. Common obstacles include:

  • Inadequate managerial capabilities

  • Poor coordination and communication between departments

These findings indicate that the main barrier to successful digital transformation is HR readiness, both among employees and management.
